Some business sectors require specific regulation. This applies to all business operations that are open to competition (for instance, electronic communications, energy or transport) as well as operations raising general interest concerns (for example, healthcare).

Although these sectors are considerably different, the issues they raise may require solutions based on general principles: creation of sector-specific authorities, regulation of certain pricing practices, non-discrimination principle, access to some operations contingent on a licensing and/or authorisation system, provision of wholesale services regulated by the previous incumbent operator, etc.
