Some industries call for specific regulation. It is the case for sectors that are opening up to competition as well as for activities that involve, for instance, a public interest element (such as activities in the health sector).
Although these sectors can be very different from one another, the issues that they raise can be resolved by the application of common principles: creation of specific sector-based authorities, supervision of certain pricing practices, principle of non-discrimination, access to certain activities subject to licensing and authorisation, etc.
